Sockpuppetry is the creation of multiple user accounts fr the purpose of avoiding blocks, influence votes, or to maintain vanity accounts. The only legitimate reason to have multiple accounts is for the maintenence of bots. Users creating multiple accounts will be blocked from editing as per the blocking policy.
It is at the discretion of the blocking administrator whether or not to block only the sockpuppet account or both the sockpuppet account and the original user account. Blocks on the sockpuppet account should be infinite, blocks on the original account should not be.
If a user wishes to change his or her username, a new account may be made without being considered sockpuppetry. If, however, both accounts continue to be used regularly, a warning should be issued. If edits contnue on both accounts, a temporary block may be instituted.
